The North Carolina Collaboratory, headquartered at the University of North Carolina at Chapel Hill (UNC-Chapel Hill), is partnering with North Carolina Central University and the UNC Injury Prevention Research Center to request research and development proposals that can assist local efforts to abate and remediate the opioid crisis across the state.
The program is supported by a $1.9 million appropriation from the North Carolina General Assembly to address the opioid crisis through treatment recovery, harm reduction and other strategies. Eligible applicants include constituent institutions of the UNC System, which can request a maximum of $380,000 direct costs using tiers listed in the application instructions.

Priority Areas
The primary goal of this RFP is to generate practical end products that can be used by local governments and/or the communities they serve to address the consequences of the opioid crisis. Applications are sought in two priority areas:
- Research and surveillance for treatment recovery, harm reduction and other opioid abatement strategies.
- Supporting local government spending on opioid abatement efforts.

Due to the impact of the opioid crisis on communities across the State, this RFP may prioritize proposals that demonstrate effective community and/or local government engagement, particularly involving or serving underrepresented or underserved groups, with scopes and study designs that are acceptable to and directly benefit these partners.

- Anticipated project duration: Up to 24 months.
- Maximum funding request: Up to $380,000 direct costs per project.
- Estimated number of awards: Dependent on application budgets received.
- Who is eligible to apply?
- Applications will only be accepted from constituent institutions of the UNC System, as per Section 9F.1(c)(2)(c) of Session Law 2022-74.
- Is this a limited submission opportunity?
- No, there are no limitations on the number of applications that may be submitted from any eligible institution.
- Are indirect costs allowed?
- No. As set forth in NCGS 116-255(c)(2), requests for indirect (F&A) costs are not permitted. If written documentation is required for this indirect cost restriction, please email collaboratory@unc.edu.
- Is an Authorized Organizational Representative signature required for submission?
- For UNC-Chapel Hill proposals only, an Authorized Organizational Representative signature is not mandatory – a department-level signature is sufficient. Non-UNC-Chapel Hill applicants should follow their institution’s policies and procedures for signature requirements.
